July 1 2024 – RTI filed to Invest Meghalaya Authority: The Invest Meghalaya Authority office could not be located. We met some consultants in a room in the main secretariat who directed us to the room of Kyntiew Hynniewta, who we later learned is the Chief Administrative Officer of Invest Meghalaya/MIPA.
August 5 2024: Called Kyntiew Hynniewta to inquire about the RTI. A response was sent essentially rejecting our request for information.
August 8 2024: We submitted a first appeal outlining how the authority breached the Right to Information Act, 2005, by rejecting our application for information based on their incorrect application of Section 8.

The authority did not reply to our first appeal, prompting us to file a second appeal to the Meghalaya State Information.
October 7 2024 – 2nd appeal to the State Information Commission
October 21 2024 – Showcause notice from State Information Commission to Invest Meghalaya Authority: The State Information Commission faced significant challenges in delivering the notice to the Invest Meghalaya Authority. The authority’s office location was initially unknown, and the notice was ultimately delivered to the Main Secretariat after multiple inquiries.
November 10 2024 – Hearing at the State Information Commission: The hearing resulted in a scheduled inspection date of December 17, 2024, for us to review all relevant files held by MIPA. Additionally, the Public Information Officer (PIO), Kyntiew Hynniewta, received a warning for intentionally concealing information and providing misleading statements.

December 17 2024 – We conducted an inspection at Kyntiew Hynniewta’s office. We were shown only three files. We requested all documents, including all note sheets, within the files.
